Have you tried looking into the eyes of those that are staring and give them a reassuring smile. I find that people look because they are surprised, not really because they are gawking. When I look at them in a way that says, "He is okay, he is just a special little guy," sometimes they smile back. Also if you join him in flapping, they might smile at your antics.

Mostly, it doesn't bother me if people look because it doesn't feel malicious to me. Just curiosity about this cute and different little guy.

Something I found hurtful was when my friends and coworkers turned their backs on us to keep from looking. Then I realized they were trying to protect me from their feelings that this is a sad situation, and since that is not how I see it, I can offer them my comfort to show them it is really okay. Some of my friends never got it and I had to stop hanging out with them, but the really special people that I need in my life blossomed into angels.
