It stopped immediately when we started treating him for Candida and an overgrowth of a pathogenic bacteria in his gut. Seems the area was itchy or uncomfortable for him even when cleaned well. Even if it's the front area he's handling, I'd try to rule out physical discomfort.

: - Catching him throughout the day when his hands are not in his pants and giving him big praise and smiles for keeping his hands free to do work and fun stuff.
: - Finding something else to occupy his hands (squeeze toy, textured materials he might like) that he can handle throughout the day
: - Washing his bottom down really good with antibacterial soap after each diaper change or bathroom run and not worrying about it (that was our way of handling it)
