Really, both. I've tried expanding the play without a whole lot of luck, like where might you end up if you go down the potty etc. We have succeeded in bringing toys into the "pretend" play and expanding it to "rescuing" someone who's been flushed.
Also, he likes to draw potties and make play dough potties. Flushing toilets has been an obsession for quite some time, just recently in the last few months expanding into his play. It really is rather interactive, though. The only thing is that often when he shows interest in another child or adult, he expects them to play this with him. A lot of people don't know how to react to, "I'm going to put you in the potty and FLUSH it!"
