First, do you sit him on the potty regularly, just for a short time?
You can try role playing with dolls/teddies, sitting them on the potty and making appropriate sounds and talking about what the doll is doing.
What finally worked for my son was dribbling a bit of not too cold water between his legs when he was sitting on the toilet, this stimulated him to do a pee and after the first time it was really easy to get him to use the toilet regularly. Make sure that when he is sitting on the potty he is relaxed, and there are no distracting noises etc.: my son does not like the sound of the water running into the toilet so we always have to wait until that has stopped.
I began my son directly on the toilet (with a child seat) because then we didn't have to change from the potty at a later date.
We took him out of nappies during the day and in the beginning regularly sat him on the toilet (perhaps a bit too much). After a while he "asked" when he needed to go because he did not like to wet himself (not that we had many accidents). Our son was 4 when he became potty trained (during the day) so good luck!
